The KARABELO – GBVF Response Programme is a joint implementation programme by the Soul City Institute for Social Justice (SCI) and the Work Avenue Research and Development Foundation (WARD Foundation) funded by SIOC-cdt from January 2024 to December 2026.The goal of the project is to increase access to evidence-based prevention and protection support in
Gender-Based Violence and Femicide Response in SIOC –cdt mining communities as well as strengthen GBV Response with a focus on prevention, referral for care, treatment, and protection as well as capacity building, and the enhancement of policy and practice through evidence-based strategies to improve the well-being and safety of our communities. The project will be implemented in SIOC-cdt mining communities of Limpopo and Northern Cape, South Africa. A key aspect of this project is the economic empowerment of women, which is critical for providing survivors with the financial independence and resources needed to rebuild their lives and contribute to their communities’ development.
Purpose
Women’s economic empowerment has the potential to reduce GBV by increasing women’s bargaining powers and agency within the households and giving them livelihoods and the security to leave abusive environments. The WARD Foundation is seeking a consultant to develop a comprehensive roadmap for the Women Economic Empowerment (WEE) component of the Karabelo GBVF project, integrating the findings from the desktop research and baseline studies conducted in the SIOC -cdt Mining Communities of Limpopo and the Northern Cape provinces.
Objectives of the consultancy
1. Produce a conceptual framework detailing the thematic overview and written synopsis of the WEE project design based on the outcomes of the baseline report. The framework must include other formative research on WEE models and best practices implemented globally, regionally, and in provincial demographic scenarios within South Africa highlighting job and entrepreneurial prospects and ‘what works for whom and where?’ utilizing the project goals, objectives, and interventions
2. Develop a project logical model, the logical framework including a detailed Intervention matrix
3. Develop a Project Management Handbook for WEE
4. DEvelopment of a QAQI Framework
Scope of the Assignment
The consultant will synthesize findings from the desktop research and baseline study to develop a comprehensive roadmap for the Women Economic Empowerment (WEE) component of the Karabelo GBVF Response Programme.
The assignment includes creating a detailed conceptual framework that outlines the thematic overview and design of the WEE project based on baseline outcomes. The consultant will also develop a project logic model, a logical framework, and an intervention matrix. Additionally, an implementation guideline will be created to support the practical application of the WEE interventions, ensuring alignment with the project's goals and objectives.
Key Deliverables
The consultant will set out the key plans of the proposed activities in line with the deliverables below within the indicative timeframe

Duration and Remuneration
The duration of the contract will be of initial 30 days starting from July 2024. The payment will be made in Regular Installments upon satisfactory completion of tasks and deliverables, submission, and approval by the WARD Foundation.
Required Competencies
The ideal candidate for the Consultant position should have:
● Masters Degree in gender Studies, Development Studies, Business Administration, or related field.
● Proven on gender equality and women’s empowerment issues;
● Skills and knowledge in designing interventions focused on Women's Economic Empowerment with a focus on rural and peri-urban Women Economic Empowerment
● Contribution to the development of relevant knowledge products and information materials related to the programmatic interventions and approaches to WEE in South Africa.
● Understanding of Intersectional Approaches to Gender and Development Issues
● Awareness and Sensitivity Regards Gender Issues Work Experience
● At least 10 years of experience in the design and implementation of economic development projects with a focus on Gender and Women's Economic Empowerment.
● Proven track record in managing projects focused on gender mainstreaming and women’s rights.
● Familiarity with Sustainable Development Goals (SDGs) and the South African National GBVF Framework
Evaluation of application
Candidates will be evaluated using a cumulative analysis method taking into consideration the
combination of the applicant's qualificationsResponsive/ compliant/ acceptable; and financial
proposals. The contract will be awarded to the individual consultant whose offer has been evaluated
and determined as:
● Responsive/compliant/acceptable; and
● Having received the highest score out of below defined technical and financial criteria. Evaluation Criteria Weighting Technical Evaluation –70 points
● Masters Degree in gender Studies, Development Studies, Business Administration, or related field. (max 10 points)
● At least 10 years of experience in the design and implementation of economic development projects including with a focus on gender and women’s economic empowerment (max. 15 points)
● Proven experience Skills and knowledge in designing interventions focused on Women's Economic Empowerment with a focus on rural and peri-urban Women's Economic Empowerment (max 15 points)
● Proven track record in managing projects focused on gender mainstreaming and women’s rights. (max. 15 points)
● Familiarity in Sustainable Development Goals (SDGs) and the South Africa National GBVF Framework (max 10 points)
● Understanding of Intersectional Approaches to Gender and Development Issues (max 5 points)
Financial Evaluation – 30 points
Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
The calculation formula applied is as follow: p = 30 (μ/z); where: p = points for the financial proposal being evaluated; μ = price of the lowest priced proposal; z = price of the proposal being evaluated.
